Marissa Aho
Chief Resilience Officer, City of Los Angeles

Marissa Aho serves as Los Angeles’ first Chief Resilience Officer in the office of Los Angeles Mayor Eric Garcetti, where she leads city-wide resiliency efforts, including those found in the Mayor’s “Resilience By Design” report, and as part of the 100 Resilient Cities program pioneered by the Rockefeller Foundation. Ms. Aho has 15 years of policy, planning, project management, and community engagement experience in the public, private, and nonprofit sectors where she worked with interdisciplinary teams to find creative solutions to complex problems.

William Alexander
President, GEM Energy

William Alexander, President GEM Energy, has over 30 years of experience in the global energy and facilities industry. Mr. Alexander has established and run successful energy service businesses and launched many innovative products for leading companies in the industry. Mr. Alexander has held key leadership roles in management, strategy, sales, marketing, and operations in companies providing energy services, performance contracting, energy procurement, energy management, renewable energy, asset ownership, green and sustainable building solutions, distributed generation, HVAC,  building automation, fault detection and diagnostics, and facility management solutions. Josh Alpert
Director of Special Projects, C40 Cities

Joshua Alpert began work with C40, a network of the world’s megacities committed to addressing climate change, in August, 2016. As Director of Special Projects, he is working on the creation of an air quality program, an inclusive climate action program, a U.S.-specific strategy for moving forward on climate actions in a new context, and a host of other projects.

Prior to starting with C40, Mr. Alpert was Chief of Staff to Portland Mayor Charlie Hales. As Chief of Staff, Mr. Alpert worked with and advised the Mayor on long-range strategy and policy, led city efforts on addressing homelessness and was the lead for C40, where he helped launch a seven-city pilot to quantify and measure the green economy. Before joining Mayor Hale’s administration, Mr. Alpert worked for seven years as the Northwest Director of Conservation Strategies for The Trust for Public Land, a national non-profit focused on land conservation. While there, he oversaw 18 successful ballot measure campaigns in western cities, counties, and states, raising $2.7 billion in public funding for parks, natural areas, and waterways.

Mr. Alpert holds a J.D. from the Northwestern School of Law at Lewis and Clark College and a Bachelor of Arts degree in Philosophy from the University of Pennsylvania.

Shay Bahramirad
Director, Distribution System Planning, Smart Grid & Innovation, ComEd

Dr. Shay Bahramirad, IEEE Senior Member, the Director of Distribution System Planning, Smart Grid & Innovation, serves as a strategic business leader in Commonwealth Edison, the electric utility in Illinois, working on the 21st century power grid transformation and the new energy economy. Her major responsibilities include leading Smart Grid organization across ComEd to develop the vision, business models, and investment strategy of the grid of the future initiatives such as emerging technologies, microgrids, and smart city deployments. She is also in charge of distribution planning and generation interconnections, each working to provide technical leadership and expertise that impact the long term safety, reliability, and affordability of the electric grid. Dr. Bahramirad is an Adjunct Professor at the Illinois Institute of Technology, teaching Microgrids, Elements of Sustainable Energy, and Smart Grid and serves as an executive board member of IEEE/PES on New Initiatives and Outreach working with industry executives, policy makers, and legislators globally on new energy economy.

Dr. Bahramirad holds multiple advanced degrees, including a Ph.D. in Electrical Engineering from the Illinois Institute of Technology. She is an Editorial Board Member of Electricity Journal, and Editor in Chief of P1854 Smart Distribution Application Guide.

Greg Collins
President, Energy Systems Group

Greg Collins is the President of Energy Systems Group (ESG), a leading energy services provider and wholly-owned subsidiary of Vectren Corporation (NYSE:VVC). Under his direction, ESG has grown by over $100 million in revenue over the last five years. Mr. Collins currently serves as the Vice Chair of the National Association of Energy Service Companies and has advocated for various industry initiatives in Washington, D.C. and state capitals.

Before leading ESG, Mr. Collins served as President of Vectren Source, a  natural gas and energy services provider to residential and small commercial customers. He brings almost 30 years of experience in a variety of segments of the energy business to his role, having held executive positions at PSI Energy (now part of Duke Energy), PG&E Energy Services, and Pepco Energy Services. Mr. Collins was also a partner in the management consulting firm, Barakat & Chamberlin where he led the Strategic Market Planning practice.

Peter Flynn
Executive Vice President, Bostonia

Peter Flynn is Executive Vice President of Bostonia Partners, a financial services and investment-banking firm that concentrates principally on structuring innovative financing solutions, as well as providing independent financial advisory services to both the public and private sectors. Mr. Flynn focuses on financing infrastructure projects with a focus on energy efficiency, distributed generation, and renewable energy projects, as well as public private partnerships, project finance, real estate finance, and securitization.

At Bostonia, Mr. Flynn has financed approximately $3 billion in federal, municipal, and commercial energy projects.  Mr. Flynn has served as lead banker for a number of signature financings, including a $260 million federal energy infrastructure transaction at Tinker AFB which is the largest-ever federal ESPC; a $207 million innovative microgrid project for the Food and Drug Administration in Maryland; a 4.8MW solar PV system operating on U.S. Army land serving the White Sands Missile Range in New Mexico; and the largest-ever international federal energy savings project, a $102 million co-generation project for the U.S. Navy at Yokosuka Naval Base, Japan. In addition, Mr. Flynn recently completed Bostonia’s first cross-border commercial energy financing in Ontario, Canada.

Mr. Flynn is a frequent speaker on topics including financing of energy and infrastructure projects. He is the author or co-author numerous articles including “Investing in Innovation” that appeared in the Military Engineer Year-In-Review, “Renewable Energy Financing under ESPC Authority” that appeared in the ACORE Industry Review of Renewable Energy for Military Installations, and “Unique Issues Associated with Financing Federal Government Receivables” that appeared in The Journal of Structured Finance.

Mr. Flynn serves as a member of the planning committee for the Department of Energy’s Energy Exchange workshop and trade show. He is a graduate of Boston University School of Law and Syracuse University where he graduated Magna Cum Laude and Phi Beta Kappa.

James Gallagher
Executive Director, New York State Smart Grid Consortium

Named Executive Director of the New York State Smart Grid Consortium (NYSSGC) in April 2013, James Gallagher brings over 40 years of energy policy and industry experience to his role.

As Executive Director, Mr. Gallagher oversees the Consortium and its members as they work toward broad statewide implementation of a safe, secure, and reliable smart grid to modernize New York’s energy infrastructure. Mr. Gallagher is the architect of the NYSSGC’s priority initiatives, which are designed to modernize New York’s electrical grid to improve reliability and resiliency, lower long-term costs, and identify best practices for meeting the evolving energy service needs of consumers. He recently co-facilitated the stakeholder process for Market Design and Platform Technologies for the NY Public Service Commission’s Reforming the Energy Vision Proceeding.

Prior to joining the NYSSGC, Mr. Gallagher served as Senior Manager for Strategic Planning at the New York Independent System Operator (NYISO), where he was responsible for establishing the long term strategic direction for the NYISO, which operates New York’s electric transmission system and wholesale power markets. Before joining the NYISO, Mr. Gallagher served as Director of Energy Policy for the City of New York, and he was the lead energy advisor to the Office of Mayor Michael Bloomberg. Prior to working with the City, he was Director of the Office of Electricity and Environment for the New York Public Service Commission, where he enjoyed a 21 year career, and held senior energy policy positions at Northeast Utilities, the Pennsylvania Governor’s Energy Council, and in the late 1970’s, the Tennessee Valley Authority. At TVA he developed and led the organization’s pioneering “Solar Homes for the Valley” program.

Mr. Gallagher is a member of the Advisory Board of Grid4EU, the largest smart grid project funded by the European Commission. Through this effort, Gallagher collaborates with international energy and technology experts to learn and create best practices and technological solutions for grid modernization. Mr. Gallagher sits on the Board of Directors for the Advanced Energy Research and Technology Center. He is on the Executive Advisory Committee for the U.S. Department of Energy’s State and Local Energy Efficiency Action Network. He earned a B.S. in Business and Economics from Lehigh University, and an M.S. in Energy Management and Policy from the University of Pennsylvania.

Margie Gardner
Executive Director, California Efficiency + Demand Management Council

Margie Gardner joined the Council in 2012 after three decades developing energy efficiency and clean energy alternatives in the Pacific Northwest. Prior to the Council, Ms. Gardner was CEO of the entrepreneurial nonprofit Bonneville Environmental Foundation (BEF), leading efforts in renewable energy, climate change, and watershed restoration.  Prior to BEF, Ms. Gardner founded and led for over a decade the Northwest Energy Efficiency Alliance (NEEA), an award-winning, multi-state organization that transforms markets for energy efficiency. Before NEEA, she developed and promoted energy efficiency initiatives in the Pacific Northwest at the Northwest Power Planning & Conservation Council. Ms. Gardner began her career at the Natural Resources Defense Council in California.

Ms. Gardner has served on numerous boards including the American Council for an Energy-Efficient Economy, the Northwest Energy Coalition, Renewables Northwest Project, and the Climate Trust.

Howard Geller
Executive Director, Southwest Energy Efficiency Project

Howard Geller is the Executive Director of the Southwest Energy Efficiency Project (SWEEP), a public interest venture he founded in 2001. As a result of his leadership and SWEEP’s efforts, energy efficiency initiatives have greatly expanded in Arizona, Colorado, Nevada, New Mexico, and Utah.

Dr. Geller is the former Executive Director of the American Council for an Energy-Efficient Economy and author or co-author of four books. He received his Ph.D. in Energy Policy from the University of Sao Paulo in Brazil and a Master’s degree in Mechanical Engineering from Princeton University.

Donald Gilligan
President, NAESCO

Donald Gilligan is the President of NAESCO. He is responsible for coordinating NAESCO's state advocacy activities as well as its relationships with other national and regional energy efficiency organizations. Mr. Gilligan has worked in the energy efficiency industry since 1975, as a consultant, entrepreneur, and state government official. He is the author and co-author of a number of reports on energy efficiency and the growth of the ESCO industry, which have been published by NAESCO and the Lawrence Berkeley National Laboratory.

Prior to joining NAESCO, Mr. Gilligan was a founder and officer of two energy service companies, Coneco Corporation and DMC Energy (now part of Honeywell). As a consultant, he has provided services to numerous utilities, government agencies, corporations, and trade associations.

Mr. Gilligan began his career as a Program Associate to Governor Hugh Carey of New York, responsible for liaison between the Governor and the state energy agencies. He is a graduate of Harvard University.

Noah Goldstein
Director, Energy, Navigant

Noah Goldstein is a director within Navigant’s Technology focus area, with an emphasis on cleantech and building technologies innovation. He focuses on strategic engagement in topics of energy efficiency, building energy management, and applied sustainability. As the director of building research at Navigant, Dr. Goldstein has led research on zero energy buildings, energy management systems in commercial buildings, and corporate strategy.

Prior to joining Navigant, Dr. Goldstein was a scientist at Lawrence Livermore National Laboratory, where he led research on energy systems informatics and energy efficiency as well as led sustainability compliance for the Department of Energy site. Dr. Goldstein is the chair of University of California at Merced’s School of Engineering External Advisory Board. He holds a B.A. in biology from the University of California, Santa Cruz, and an M.A. and Ph.D. in Geography from the University of California, Santa Barbara.

Paul Hibbard
Principal, Analysis Group

Paul Hibbard is a Principal at Analysis Group, a Boston-based economic and financial consulting firm. Mr. Hibbard is a former Chairman of the Massachusetts Department of Public Utilities, and has held positions in both energy and environmental regulatory agencies in Massachusetts. He has also served on the New England States' Committee on Electricity, the Massachusetts Energy Facilities Siting Board, and the Executive Committee of the Eastern Interconnect States' Planning Council. In private practice, Mr. Hibbard provides technical, economic and policy analysis, and strategic advice to public and private sector participants in the natural gas and electric industries.

Mr. Hibbard holds a B.S. in Physics from the University of Massachusetts, Amherst, and an M.S. in Energy and Resources from the University of California at Berkeley.

Darcy Immerman
Senior Vice President, AECOM

Darcy Immerman is Senior Vice President, Resilient Critical Infrastructure for AECOM (NYSE: ACM), a $18 billion, Fortune 500,  global provider of professional technical and management support services. In this position, Ms. Immerman collaborates with clients to develop resilience plans and implement strategies that respond to man-made and climate-related threats by integrating climate adaptation with cyber security, capital asset management, and economic development. Ms. Immerman has recently been executive sponsor for a number of post-Superstorm Sandy projects including the Lower Manhattan Coastal Resiliency Project (BIG U 2), the Meadowlands, and New Jersey Transit Grid Distributed Generation.

Ms. Immerman’s previous position at AECOM was overseeing energy and power services and policies for U.S. government projects globally. With more than 11 years of experience at AECOM and more than 25 years of experience managing an energy services business, Ms. Immerman has been program executive for more than $1 billion in infrastructure improvement projects.

Ms. Immerman serves on the Board of the National Association of Energy Service Companies as well as Policy and Advocacy Chair of NAESCO’s Executive Committee. She holds a B.S. from the Rochester Institute of Technology.

Sergio Islas
Distributed Energy Resources portfolio Design & Acquisition Lead, Southern California Edison

Sergio Islas is presently DER Portfolio Design and Acquisition lead for Southern California Edison’s Preferred Resources Pilot. SCE launched its innovative PRP in 2013 to study the ability to meet the growing electricity needs in the southern region of SCE’s service territory with purely a portfolio of clean energy resources. Results of its PRP will inform efforts to modernize the electrical grid, establish ways to integrate and operate DERs, and facilitate customer choice of clean energy resources.

In his current role, Mr. Islas is responsible for leading the development of regional resource plans and the acquisition and deployment of clean energy resources. He joined SCE in 2006 and has held various positions within the company focused on renewables and alternative power, energy policy and markets, resource planning, and stakeholder engagement.

Mr. Islas’ experience spans across technology start-ups, healthcare, economic development and publishing, in various leadership capacities ranging from program management, business development, strategy development, marketing, and operations.

Mr. Islas earned a Bachelor’s degree in Business Administration at California State University, Fullerton, and an MBA at Claremont Graduate University.

Robert Johnson
Senior Vice President, Hannon Armstrong

Robert Johnson is Senior Vice President and Group Head, Federal and National Accounts at
Hannon Armstrong with responsibility for growing financing solutions in the federal sector and with national account customers. Mr. Johnson has been at the leading edge of the energy efficiency industry where he has built businesses across a broad range of systems in the energy services business.

Prior to joining Hannon Armstrong, Mr. Johnson held executive leadership positions at early stage start-up organizations in the energy efficiency market. Prior to these assignments, he held senior leadership positions in multinational organizations such as Cooper Industries and Ingersoll Rand (Trane) where he led institutional sales for North America. Prior to this assignment, he held the global sales leadership role for Johnson Controls’ Federal Systems Division. Mr. Johnson began his career at Honeywell, where he held leadership positions in various divisions of Honeywell during his 15 year tenure there.

Mr. Johnson has been published in Military Engineer magazine and holds a Bachelor’s degree in Economics from the University of Maryland.

Rawlson King
Communications Director, Continental Automated Building Association

Rawlson King is Communications Director with the Continental Automated Buildings Association (CABA). Mr. King is an expert on intelligent and green buildings, smart homes, and smart communities, who has spoken on these topics in China, Russia, Singapore, and throughout the United States and Canada. He has experience as a trade journalist, high-technology industry analyst, and public relations practitioner.

Educated in Ottawa, Mr. King holds both a Bachelor of Journalism and Master of Arts in Communication from Carleton University. An avid volunteer and community leader, he serves as president of a local community association and sits on the boards of a multi-service community health and social service center, as well as an after-school homework program for low-income students

John Kliem
Executive Director, Reslient Energy Program Office, U.S. Department of the Navy

John A. Kliem is the Executive Director of the Department of Navy (DON)’s Resilient Energy Program Office (REPO). In this role, Mr. Kliem oversees the planning, coordination and integration of energy resiliency projects at REPO in the Office of the Assistant Secretary of the Navy (Installations, Energy and Environment). REPO was initially tasked with bringing one gigawatt of renewable energy into procurement by the end of 2015. Having surpassed that goal, REPO is now working to enhance the DON’s energy security by developing resiliency projects on Navy and Marine Corps Installations.

Prior to assuming the role of Executive Director, Mr. Kliem served as REPO’s Deputy Director. Before his time at REPO, Mr. Kliem served for 26 years as a Civil Engineer Corps Officer in the Navy, serving at installations throughout the U.S. and overseas. Additionally, he served as the Chief of Staff to the Deputy Under Secretary of Defense for Installations and Environment and as the Base Operations Support Director for Commander, Navy Installations Command.

Mr. Kliem is a native of Houston and graduated from Texas A&M University with a Bachelor of Science degree in Civil Engineering. He earned a Master of Science degree in Environmental Engineering from Pennsylvania State University and a Master of Science degree in National Strategic Resources from The Dwight D. Eisenhower School for National Security and Resource Strategy.

Steven Lindemann
Partner, Stinson Leonard Street

Steve Lindemann is an attorney who has been working with ESCO clients for over 25 years to avoid and successfully resolve disputes on performance contracting projects. After graduating from Stanford University and Yale Law School, Mr. Lindemann clerked for a federal judge. He is currently chair of the construction practice group of the national law firm of Stinson Leonard Street. Mr. Lindemann has represented ESCOs in court, arbitration, mediation, and contract negotiation. He is a problem solver who understands both the technical aspects of energy efficiency projects and the legal duties associated with those projects.

Leslie Nicholls
Acting Director, Federal Energy Management Program, U.S. Department of Energy

Leslie Nicholls is the Acting Director for the U.S. Department of Energy Federal Energy Management Program (FEMP) in the Office of Energy Efficiency and Renewable Energy (EERE). She previously served as FEMP's Strategic Communications and Training Manager.
As Acting FEMP Director, Ms. Nicholls oversees the implementation of policy and actions that result in energy efficiency implementation, renewable energy adoption, and reductions in energy and water use in federal government operations.

Ms. Nicholls brings nearly three decades of clean energy and executive leadership experience to EERE. Most recently, she served as Vice President of the Building Energy Solutions Division at Energetics Incorporated, a subsidiary of VSE Corporation. In this capacity, she was responsible for the management of multiple cross-cutting programs. She also provided expertise to federal agencies and private sector energy companies in federal and commercial energy management, greenhouse gas reduction, energy efficiency, clean energy deployment, and strategic planning. Before holding that position, she worked at the Pacific Northwest National Laboratory as a Senior Contracting Officer.

Ms. Nicholls has Bachelor’s and Master’s degrees in Business Administration from Washington State University.

C. Gregory Palko
Manager, Business Development, Ameresco

Greg Palko is Business Development Manager in the Federal Group of Ameresco. Ameresco provides a full suite of energy auditing, design, construction, and operations services to all agencies of the federal government, including renewable energy.  In his capacity, Mr. Palko is responsible for developing energy savings performance contracts at large federal institutions and campuses. He is currently supporting ESPCs for the federal government valued at over $140M in contracted construction. 

Previously, Mr. Palko had an extensive career at the Oak Ridge National Laboratory, retiring in 2013 after 34 years. At ORNL, he was in facilities engineering and facilities management, and served 10 years as the ORNL Energy Manager. Mr. Palko was assigned to a program support role for the Federal Energy Management Program at the time of his retirement.

Michael Perna
Vice President, Marketing and Business Development, ConEdison Clean Energy Businesses

Michael Perna is responsible for managing the growth strategy and business expansion initiatives for the Con Edison Clean Energy Businesses, which include Con Edison Solutions, Con Edison Energy, and Con Edison Development. His responsibilities include acquisitions, new initiatives, and new product development in support of the energy services and renewables businesses. In addition, he leads the marketing and communications functions including brand management, advertising, lead generation, and media relations for the company.

Prior to joining Con Edison, Mr. Perna was a principal at Energized Strategies II, LLC, a management consulting firm providing market strategy, product/service launch, and project management consulting for clients. Earlier in his career, Mr. Perna spent nearly 15 years at Public Service Enterprise Group (PSEG), a Fortune 250 energy company. There, he held positions of increasing responsibility in a variety of functional areas including engineering and construction, sales, marketing, and customer operations.

In 1993, Mr. Perna was awarded an Industrial Program Fellowship in Customer Systems at the Electric Power Research Institute in Washington, DC. Other professional recognition includes the PSEG Corporate Excellence Award, which he received in 1994 and 1997.
Mr. Perna holds a Master of Business Administration from the Silberman College of Business at Fairleigh Dickinson University and a Bachelor of Engineering with Honors from the Stevens Institute of Technology.

R. Paul Robinson
Chief, Energy Division, U.S. Army Engineering & Support Center

Paul Robinson assumed duties as Chief, Energy Division, Installation Support and Programs Management Directorate, Engineering and Support Center, Huntsville, U.S. Army Corps of Engineers (USACE), on 30 December 2012. In this role, Mr. Robinson provides USACE leadership for energy programs and initiatives, overseeing execution with the Army’s portfolio of energy programs and partnering with Corps Districts, research labs, industry, and federal and state agencies in the world-wide support to the Army’s land-holding commands (Installation Management Command, Army Materiel Command, National Guard, and Army Reserve), Army Civil Works, as well as Department of Defense (DoD) and other non-DoD agencies, to reduce fossil-fuel dependency, increase energy efficiency and security, and adopt alternative energy sources. Mr. Robinson also provides key planning, operations, and acquisition support to the Army’s Office of Energy Initiatives for development of large-scale, private sector-financed renewable energy projects.

Prior to his appointment, Mr. Robinson served as a Senior Program Manager for the Corps’ Northwestern Division in Omaha, Nebraska, where he provided leadership for execution of $5.7 billion in military construction projects while overseeing U.S. Air Force and DoD MILCON efforts for the region. In 2003, Mr. Robinson served as Chief, Operations & Maintenance, Directorate of Public Works, Fort Hood, Texas, overseeing facilities management for the nation’s largest military installation and championing critical energy initiatives recognized by the Secretary of the Army for innovative technology.

Mr. Robinson enlisted in the U.S. Navy in 1988 and earned a commission in 1993. As a Civil Engineer Corps Officer, Mr. Robinson served in both Public Works and Contract Administration roles in support of Naval Air Station, Joint Reserve Base, New Orleans, Louisiana, and the Naval Facilities Engineering Command.

Mr. Robinson holds a Master’s of International Management from the Thunderbird School of Global Management, a Master’s of Business Administration with concentrations in Strategic Management and New Venture and Business Development (Entrepreneurship) from Indiana University, and a Bachelor of Science in Mechanical Engineering from the George Washington University. Mr. Robinson is also a member of the Army Acquisition Corps and certified in facilities engineering and contracting.

Rob Rouse
Business Development Manager, AECOM

Based in San Diego, California, Rob Rouse develops energy efficiency and energy transformation opportunities for AECOM’s Power and Energy business line. He specializes in energy performance contracting (primarily at Department of Defense installations) and he develops opportunities and consults on matters related to grid-edge innovation, transactive energy, energy storage and distributed resources, energy security and resiliency, and utility tariffs and rate structures.

Mr. Rouse has 20 years’ experience leading Marines in peacetime and combat and 17 years’ experience leading and managing civilians in the federal and private sectors. Mr. Rouse is a registered professional engineer in the state of Colorado and has Bachelor’s and Master’s engineering degrees from the University of Colorado and the Colorado School of Mines, respectively.

Steve Schiller
Principal, Schiller Consulting, Inc.

Steve Schiller has been engaged in implementing efficiency projects and programs for over 30 years. He is also an internationally recognized expert for the measurement and verification of energy and non-energy impacts of efficiency and other distributed resource projects. As the prior owner or senior executive of three engineering, project development, and project management firms, Mr. Schiller has successfully worked with the ESCO community for decades with affiliations including Founder and Board Chair Emeritus of the California Efficiency + Demand Management Council. His career includes decades of work as an owners’ representative on energy services projects, which led to his current providing of dispute resolution and mediation services, including as an arbitrator with the American Arbitration Associations’ Neutrals and Energy panels. Mr. Schiller is also a Professional Mechanical Engineer.

Issac Sevier

Isaac Sevier is Sustainable Energy Advocate, Energy & Transportation with the Natural Resources Defense Council. Mr. Sevier works closely with policymakers and community-based stakeholders to advance and strengthen policies that create equitable access to energy efficiency and clean energy in California and across the western states. He possesses a multidisciplinary perspective with experience as senior analyst at a wealth management firm and engineering project developer at Chevron prior to joining NRDC.

Originally from Oklahoma, Mr. Sevier holds a Bachelor’s degree from the University of Tulsa in Petroleum Engineering and a Master’s degree from Stanford University in Civil and Environmental Engineering. He is based in San Francisco.

Natasha Shah
Vice President, NORESCO; Chair, NAESCO

Natasha Shah is a Vice President at NORESCO, responsible for federal business activities. One of the largest energy services companies in the U.S., NORESCO uses design-build, performance-based contracting vehicles and asset monetization solutions to deliver energy and maintenance cost savings and infrastructure upgrades to existing facilities.

Ms. Shah has 19 years of experience in the development and execution of energy efficiency and renewable energy solutions, including implementation of over $500 million in energy performance contracting projects.  She has led the implementation of strategic business plans, directed recovery and development initiatives for underachieving businesses, and is active in several industry trade organizations, including serving as the Board Chair of NAESCO.  Ms. Shah holds a Bachelor of Science in Biomechanical Engineering from Louisiana State University.

John Shonder
Manager, Federal Business Development, NORESCO

John Shonder supports federal business development for NORESCO. He has been involved with federal performance contracting since the early 1990s, providing assistance to a wide variety of military and civilian agencies in the development of ESPC and UESC projects through formal training, review of preliminary assessments and final proposals, and analysis of results. As Program Manager for Oak Ridge National Laboratory’s support to the Department of Energy’s Federal Energy Management Program, he developed many of FEMP’s ESPC guidance documents, including version 4.0 of the FEMP Measurement and Verification Guidelines. He also served as director of DOE’s Sustainability Performance Office, overseeing agency-wide efforts to reduce energy and water use and greenhouse gas emissions, and improve the overall sustainability of DOE operations.

An active member of ASHRAE, he currently serves as Vice Chair of the Society’s Research Administration Committee, and is a co-author of ASHRAE’s Guideline 14-2012, Measurement of Energy, Water and Demand Savings. Mr. Shonder holds B.S. and M.S. degrees in General Engineering from the University of Illinois at Urbana-Champaign.

Richard Sperberg
CEO, Onsite Energy Corp.

Richard Sperberg has managed development and implementation of advanced energy projects for over 35 years, and has been involved in numerous policy and program development initiatives. As the President and founder of Onsite, he is responsible for having developed Onsite into an innovative leader in the analysis, engineering, development, and construction of energy efficiency and distributed generation projects. Mr. Sperberg has been a pioneer in the ESCO industry, successfully working in close coordination and collaboration with utility companies on such innovative programs as Southern California Edison’s Local Capacity Requirements Program, Demand Side Bidding Pilot in the mid-1990’s, and the Standard Performance Contract program starting in 1997, when he was instrumental as the ESCO industry’s representative to the California Board For Energy Efficiency.

For the last 15 years, Mr. Sperberg has led Onsite Energy’s focus on industrial energy efficiency and Onsite has become the leading third-party contractor for Southern California Edison and San Diego Gas and Electric, focused on industrial energy efficiency and demand response projects. As a general contractor, Onsite has also completed the construction of energy efficiency projects at over 50 industrial customer facilities.

Mr. Sperberg currently serves on the Boards of the National Association of Energy Service Companies and the California Efficiency + Demand Management Council and is a past president of NAESCO and the American Cogeneration Association.

Prior to founding Onsite, Mr. Sperberg led projects on behalf of the Gas Research Institute and the U.S. Department of Energy involved in cogeneration, fuel cells, and advanced nuclear power reactor development. He holds a Bachelor of Science degree in Nuclear Engineering from the University of California, Santa Barbara and a Master of Science in Nuclear Engineering from the University of California, Los Angeles.

Elizabeth Stuart
Program Manager, Electricity Markets and Policy Group, Lawrence Berkeley National Laboratory

Elizabeth Stuart is a Program Manager in the Electricity Markets and Policy Group at Lawrence Berkeley National Laboratory. She conducts research and provides technical assistance on a range of demand-side management program and policy issues. Ms. Stuart has been lead or co-author on over 20 LBNL reports and policy briefs on topics that include ESCO industry and market trends, ratepayer-funded energy efficiency programs and policies, EM&V of energy efficiency programs, building energy benchmarking and labeling policies, and the energy efficiency workforce. Ms. Stuart also manages development and stakeholder engagement for eProject Builder, the national web-based ESPC database that enables ESCOs and their customers to track, report, and benchmark their ESPC project data.

Prior to joining LBNL in 2009, Ms. Stuart garnered over 13 years’ experience as a project manager in the entertainment software industry. She also worked on the City of Berkeley’s FIRST solar financing program--the progenitor of Property Assessed Clean Energy (PACE) financing and consulted for Environmental Defense Fund’s Climate Corps energy efficiency program.

Ms. Stuart holds an MBA in Sustainable Management from Presidio Graduate School in San Francisco.

Nello Tortora
Director, Federal Programs, Southland Energy

Colonel Nello Tortora joined Southland Energy as Director of Federal Programs in April 2013 after retiring from 27 years of service in the United States Army. As an Army combat engineer officer, Col. Tortora served all over the world in assignments of increasing responsibility from platoon leader to brigade commander. In his last assignment, he served as commander of the U.S. Army Engineering and Support Center of the U.S. Army Corps of Engineers in Huntsville, Alabama 2009-2012.

Col. Tortora previously commanded the New York District of the Corps from 2006-2009. He is a graduate of the United States Military Academy at West Point, the University of Texas Graduate School of Engineering, and the National Defense University.

Johan Ulloa
Manager, Distributed Energy, Constellation

As Manager of Distributed Energy at Constellation, Mr. Ulloa is responsible for building Constellation’s public sector and commercial energy project portfolio by delivering comprehensive energy savings, security, and resiliency solutions to mission critical assets for installations, campuses, and municipalities. In this role, Mr. Ulloa is responsible for strategic planning, market research, and driving sales and partnership opportunities across the public sector business line. Mr. Ulloa is an expert in commodity procurement strategies, energy efficiency, demand response, renewable technology, microgrids, and distributed generation, and has coordinated the business development efforts for energy projects that incorporate various energy conservation measures and technologies.

Mr. Ulloa began his career at Constellation in 2004, working in the finance department where he led planning and strategy development for numerous high-budget divisions. From 2008–2010, he managed the financial planning and analysis function of UniStar Nuclear Energy, a multi-billion dollar new nuclear project in the United States. In his latest role at Constellation, Mr. Ulloa was directly responsible for developing an innovative microgrid and net-zero biomass generator for the Department of the Navy and Marine Corps as part of a comprehensive performance contract. Prior to joining Constellation, Mr. Ulloa worked at KPMG LLP in Baltimore, providing risk advisory services for their healthcare clientele. While at KPMG, he developed feasibility studies and financial models for several large hospitals across Maryland.

Mr. Ulloa is a Reservist in the United States Coast Guard and volunteers with the Coast Guard Auxiliary and Boy Scouts. He holds a Bachelor of Business Administration degree, a Master of Business Administration degree, and a Master of Science in Finance degree, all from Loyola University in Baltimore.

David Weiss
Partner, Bywater Partners

David Weiss is a Partner at Bywater Partners LLC where he specializes in offering strategic and tactical guidance along with project development to companies in energy services, renewable energy, utility, and distributed energy businesses. He also provides his clients with a well-balanced perspective on issues within the alternative energy markets and leverages his full and diverse range of 25 years of experience in assessing mergers and acquisition targets.

Prior to starting his consulting practice with Bywater, Mr. Weiss was the President and Chief Operating Officer of Pepco Energy Services. Mr. Weiss had overall responsibility for all divisional functions including profit and loss, marketing, business development, operations, project management, and project financing. During his 17-year tenure with Pepco Energy Services, Mr. Weiss was instrumental in the award of the largest federal government energy savings performance contract, the largest single roof-top solar project in the U.S. and one of the largest federal co-generation projects for the National Institutes of Health. Mr. Weiss was also responsible for the development and operations of all co-generation, renewable energy, and district energy facilities.

Prior to Mr. Weiss’ tenure with Pepco Energy Services, he managed the implementation of utility demand-side management programs and a design/build group for XENERGY. He has testified before the U.S. Senate Subcommittee on Energy to the Committee on Energy and Natural Resources as an expert in the energy services field and is the immediate past Chair of the Board for the National Association of Energy Services Companies.
